Climate change and its cohort of disasters, industrials accidents, complex political scenarios have generated new contexts for the authorities called upon to react to emergency situations. Events that follow one another quickly require a capacity for monitoring and action, often over large areas.
Communications are therefore of crucial importance, to assess the situation but also to disseminate orders, reports, information.
Under these conditions, traditional networks are either destroyed (disasters) or saturated (terrorist attacks). One input (cold planning) is that it is very likely that they do not offer the resilience necessary for rescue teams and crisis HQs.
In the reactivity phase, satellite communications (SatCom) can provide data and voice almost instantly. In areas affected by disasters, satellite may be the only means of communication due to a lack or deterioration of infrastructure or prolonged network saturation.
